Use when an agent needs the current official VIES validation status of an EU VAT number before B2B onboarding, invoicing or procurement. Queries the European Commission VIES REST API and returns whether the number is currently valid, plus the registered company name and address when the member state returns them. It does not give tax advice and is not proof a company is legitimate, an invoice is compliant, or a sanctions/KYC/AML check.

Use before a coding agent installs an unfamiliar npm dependency. Returns current facts from the official npm registry: the version `npm install` resolves (dist-tags.latest), prerelease and deprecation status, engines.node compatibility with an optional target Node version (real SemVer evaluation), license, days since release, best-effort weekly downloads, repository URL and maintainer count. Facts only — no safety, trust, or malware verdict.

Use before spending tokens, money or crawler capacity fetching an unfamiliar web resource. Resolves redirects (manually, bounded, re-validated per hop) and returns deterministic HTTP/resource facts — final URL, status, content type and length, response time, a bounded HTML title/canonical peek, and a lightweight generic-bot robots.txt indication — so an agent can decide whether a normal web fetch is worthwhile. It does not scrape, render JavaScript, or judge safety.
